Members Wishing to Address the Board (3 minutes each): Bryan Noelte Randy Toganizzi, Guest Speaker: None Guests: Lelsie Garza, Wendy Carames, bob Davidson, Dana Davidson, Bruce Talbert, Rick Cullen, Kale Bauer 

Bryan Noelte addressed the board regarding Lot #109, Cullen property. Bryan laid out a time line for the surveys done on TCC property in correlation to building on Lot #109. (timeline listed below). In 2003 Hale Noelte was commodore and himself and the residing board agreed to a survey of TCC property to understand property lines and placement of wells. 2003 survey showed that Cullen residence was not on TCC property but on Monterey County property. Bryan showed the recorded surveys and found that the Cullens residence has never been on TCC property and feels that all information needs to go to the membership. Bryan further stated that as volunteers on the board, past volunteers should not be criticized for the work they did. Not one person makes a decision but the entire board must vote. It is difficult to get volunteers to fill these jobs as it is. Timeline of recorded Surveys 1st Survey- May 25, 1964 2nd Survey- June 12, 1968 changed to existing property lines. (51 yrs ago) June 2, 1984- Vick Torres (former member) applied for building permit for Lot #109 August 6, 1984, Permit received 1988 began paying taxes on Lot #109 June 1, 1992- got final approval from San Luis Obispo County 3rd Survey- November 17-2003 Recorded February 2004 Verified Existing Property line same as 1968 survey Lot #109 is on TCC property, Cullen Residence on Monterey County Property 

Randy Tognazzini addressed board re: ongoing negations with Monterey County and Leasing of the flats. Monterey County has asked for an administrative fee of $3,500. This fee will be asked to go towards the first-year lease by TCC. Randy informed us that a meeting is scheduled for 11-1-19 and with directors 11-18-19. Suggested TCC has someone from the board attend. Faron volunteered. Randy to speak re: flats at 11-11-19 Membership meeting. Randy also requested that any email questions from the board re: flats or Lot #109 all board members should be copied.

Old Business: 

Commodore: Faron Goodwin: (10 minutes) 

1. Additional Boat Ports: Income to offset cost of flats lease. 12 more to rent at $600.00 each, ($7,200 yr.) cost 

between $1100-$1300 per port. This would bring it to 23 ports total. ($13,800 per yr) Vote: Additional boat ports- Motion: Margie 2nd Penny yes 7 no 0 Action: Faron to look at boat port layout 

2. Water System chlorine automation: FRM pricing- full automation $10,820.00 already in budget for water 

tank replacement 3. Coded entry locks for chlorine room and Scada room

board does not need insurance proof. If not present needs insurance with TCC as additional insured, copy of license and workers comp proof 5. Burn pile: Open 6. Flats & insurance cost: still in negations but 2 year lease @10,500 pr yr and insurance quotes at $3,500 pr yr.

time 

Vice-Commodore: Mark Garza (10 minutes) 

1. Water Leak Repairs outside of gate: repaired 3 days ago- est. cost $9,000 2. Valve Repairs: 2-6 valves to be replaced, locate 2 valves and we have 2 valves in stock 3. Road Maintenance & repairs: Roads last sealed in 2012, in need of resealing some areas $20,000-25,000 

available Action: Faron to contact Fredricks Paving 4. Bill Wighton Lot 66 Retaining wall repair: cinder block wall is leaning wants to fix it, sent in request and 

drawings for allen block wall. Mark Garza to do the work Vote: Lot #66 Retaining wall repair Motion: Melodi 2nd Nick yes 7 no 0 5. Mark Garza Deck repair on Lot #10: Mark to place a new patio deck with gazebo.

paid from general Maintenance fund. Action: Mark to look at trees needed trimming 

Finance Chair: Melodi Willis (5 minutes) 

1. Clothing: 2019 sales $2600.00 Rear Commodore: Kerry Kimball (5 minutes) Secretary: Melodi Willis (5 minutes) 

1. Toni Lot 67 termination: Has $400.00 in late fees still due and doesn’t have liability insurance as required by 

TCC club members. Tie over to November 11,2019 meeting for vote 2. Signage of new member certificates: Nick will get copies and have Commodore and Secretary sign 3. AED and first aid kit for library: Training to be done on AED when fire training if possible Treasurer: Margie Bauer: (10 minutes) 

1. Toni’s unpaid status 

Toni e-mailed me a bit ago- there isn’t insurance on her lot as of yet. Her dues & late fees are paid in full. Haven’t received any monies for fines 2. As we’ve discussed before I’m fine with going forward per the rules & by laws as long as we have a detailed 

paper trail that lines up with the rules & by laws- once we hand this matter over to the attorney. 3. I’ve asked 3 other insurance companies for quotes regarding our club insurance hope to hear from them 

before next board meeting. 4. With renting the “Flats” $10,500 per year, we’ll have to have insurance in place $3,300.00 was quoted so far. 

Will add amount to 2020 budget 5. The other items ie: finishing water tank, chlorination system, air conditioner for library are allotted for 6. Fines for work hours should be low this year maybe $2,000 7. Update Membership on the Flats & Cullen situations. 8. At this time, we aren’t excepting anymore Fire-wise grants. Scott has applied for an $85,000 one- no word yet 9. 2018 treasurer audit items have been sent to Cathy & Dana 10. Left over items from last meeting: chip pile on flats, look over club owned lots for fire safety and /or any other 

issues. Various docks in bad condition and those not in water for several years. Action: Melodi to make list of docks in repair or not been used Publicity Chair: Katie Stasell: (10 minutes)
